You are being awfully mean to the nice folks of Mayberry. Harper's vision is far darker and much more suspect than anything Barney Fife could cook up. But just as ill-informed and incompetent.
You know, I'd rather have the Mayberry cops than our lot because at least their leadership 'gets it'. There's more than one layer of relevance in that clip.
Barney is basically outlining the so-called Broken Windows doctrine of law enforcement so beloved of Rudy 9u11ani. There is a reason Barney was only given one bullet and was required to keep it in his shirt pocket.
