Syria to let in U.N. nuclear investigators

Reuters : "The U.N. atomic watchdog chief said on Monday Syria would let in top inspectors to examine allegations of a secret nuclear reactor."

... which seems somewhat rash on Syria's part.
Isn't this usually followed up by being invaded by the U.S.?
